ANOTHER DIFFICULT YEAR
The analytical material in which we summed up the year of 2008 was called "A difficult year". The data of opinion polls show that we had every reason for that. The December opinion poll of 2008 fell on the active phase of the economic crisis, hence the share of negative assessments increased 9.6 percentage points, and the share of positive ones decreased 9 points virtually symmetrically...

THE CRISIS SPELL
In March of 2009 81.8% of the Belarusians agreed that the economic crisis had begun in the country. Three months earlier in December of 2008 there were considerably fewer of such answers – 64.3%. Owing to such dynamics it became senseless to ask a question concerning the beginning of the economic crisis once again, that is why at the end of the year the question was worded as follows: "Do you think that Belarusian economy is in crisis?"...

POLICY ANOMALY
The positive dynamics of two out of three public attitudes indices continued in December. To a certain extent an objective circumstance – November rise in pensions – also contributed to the growth of the financial position index. The real amount of the assigned pension (the pension corrected in compliance with the index of consumer prices for the goods and services) increased 0.3% in November, 2009 in comparison with November, 2008, and as compared with October, 2009 it rose 9.1%...

OURS EVERYTHING
According to the journalist K. Skuratovich, growth of the GDP is the main property of the Belarusians. Sociologists do not argue about it; however they suppose that the electoral rating of the head of state does not rank last in the price-list of the national properties either. The crisis has introduced its own amendments...

CITIZENS OF THE FAMILY CIRCLE
Those who watch the development of the political process in Belarus will remember the autumn of 2009 by indefatigable activity of the Central Election Commission with its permanent leader L. Ermoshina at the head, directed at perfecting of the electoral legislation. The former opposition publicist and present constant author of the newspaper "Sovetskaya Belorussia" philosopher V. Orgish managed to capture this activity with the brightest colors possible...

PROSPECTS OF THE POLITICAL CLERICALISM
Attempts to create another political party (Belarusian Christian Democrats (BCD) based on the Christian values are repeated in Belarus with enviable permanency. But the state throws itself in the way of its creation as an insurmountable wall. We do not, of course, aim at analyzing actions appropriateness of the bureaucrats from the Ministry of Justice, and besides they are obviously not independent in their actions...

THE BELARUSIANS ABOUT THE INTERNATIONAL LAW
Must a state fulfill its international commitments even if the authorities of the country consider that fulfillment of the commitments does not correspond with the national interests? A question about it was asked in the course of the December national opinion poll of the IISEPS...

PARADOXES OF THE BELARUSIAN-UKRAINIAN BROTHERHOOD
Not so many nations in the world are as close as the Belarusians and the Ukrainians. According to the IISEPS opinion polls, the social distance between them in the perception of the Belarusians is the shortest after the distance between the latter and the Russians. However, the relations with the Russians are complicated by certain ambivalence: Russia is the country closest to the Belarusians, and at the same time during the last years Belarus has had the largest number of conflicts exactly with it...

WHAT DOES IT MEAN TO BE A BELARUSIAN?
In the course of the IISEPS December opinion poll, respondents were offered a set of questions concerning national identity. The obtained data to a considerable degree confirm the results of the IISEPS previous researches – about the contradictory, ambivalent character of the identity, about its Soviet background, about the indirect, nonlinear connection between the language and the national feelings...
