The next issue of e-bulletin of IISEPS Center of Documentation is offered to your attention. The main event for Belarus in February, in our opinion, this time happened abroad, in Vienna. We mean the recognition of the House of Representatives' power in Parliamentary Assembly of OSCE. What is the reason for PA OSCE' decision, whether it means the change of Western countries attitude to official Minsk, what consequences will it have for the House of Representatives, opposition and situation in the country as a whole? The document of the month, as well as the main theme, is connected with the House of Representatives and more precisely deputy group "Republic" which organized at the end of February round table devoted to anniversary of BNR. Politicians and public leaders with so different opinions have not gathered in the Parliament's building for a long time. They are united by two goals - they are eager to keep independence of the country and understand that changes are necessary. And though the press covered mostly the organizational difficulties which organizers of "a round table" faced, what's more is the promulgation of policy statement of group "Republic". Its authors showed their understanding of what should be done to achieve two above-stated goals. The election campaign for local authorities proceeded in February. Of cource the Central Election Commission all the time was in the centre of public attention and became the "Organization of the month". The member of Supervising Council of BHC M.
