Introduction:

Dear readers!

The next issue of e-bulletin of IISEPS Center for Documentation is represented to your attention. Belarus-Russian relations were still in the center of discussion in the past month. And informational and propaganda aspect has become the dominant. What are the reasons of so sharp information opposition? Can we name it as a beginning a real information war between Russia and Belarus? How such mass media activity will affect the further relations of our countries? Read about it in comments of the chief of ISPS Center of geopolitics research of Administration of President of Republic of Belarus V. Suryaev and the editor of the newspaper “Solidarity” A. Starikevich.
“Person of the month”, in our opinion, in October is the deputy of the House of Representatives V. Parfenovich who rose a symbolic for Belarus theme of corruption. Is it actual for the country? Does the reference to problem of corruption proves the deputy’s desire really to change the situation or is it a PR-action? How this step will effect V. Parfenovich political career? His colleague – deputies V. Novosyad and V. Kuchinsky – argue about this topic in their comments.
Last month the “Document of the month” was the alternative project of the budget developed by Mises Center of analytical center “Strategy” and submitted by UCP. Reaction of state bodies on the project of the budget supposing cardinal changes in system of the taxation is still unknown. But in coalition of “five” opposition parties who declared intention to participate in parliamentary elections together this obviously liberal document has caused ambiguous responses. It actualize the questions asked the time before. How the project of the budget may affect unity of coalition? How strong is the coalition which unites communists, social democrats, liberals and nationalists? Politologist V. Selitsky and PCB leader S. Kalyakin express their opinion.
In section “Organization of the month” in this issue we represent the Party BPF which celebrated its 15-anniversary. What does Front mean for today Belarusian public policy? What is the state of the oldest democratic party of the country in its 15 anniversary? What can we expect in future? These questions are answered by Party BPF chairman V. Vyachorka, leader of “Malady Font” P. Severinets who has recently left the party and politologist A. Suzdal’tsev.
In section “From IISEPS working table” we offer to you attention the most interesting materials of the national poll conducted by IISEPS in September.
