Preface:
Dear readers!
Our institute continue to publish IISEPS quarterly informational and analytical bulletin. The first issue was greeted with interest: we received many comments and wishes from the principals of state and non-state organizations to receive “IISEPS News” in future.
We are to define the perspectives of Belarus development after referendum Novemder,24 1996 and it needs thorough socio-economic and political analysis, persistent and laborious research activity and enlightenment. That is what we propose you to do with the authors of the second issue of the bulletin.
