Dear readers!

 

Here is a regular quarterly issue of the information and analytical bulletin of the Institute of Socio-Economic and Political Studies (IISEPS). It features the main results of the institute’s operation in the third quarter of 1998 within the framework of the project “Building an Information Infrastructure of Market Economy in Belarus”, conducted with support from the Center for International Private Enterprise, US. The work that we have been doing was comprised of a number of researches – a nation-wide opinion poll, a survey of television journalists, opinion leaders and experts, who regularly appear in the media, as well as the finishing seminar “The Role of Non-state Television Economic Programmes in the Formation of a Civil Society”, which recently took place in Vitebsk.
We have also decided to widen the spectrum of covered topics and authors, who contribute to this bulletin. Eminent analysts and public policy makers have time and again contacted us, offering their works for publication. Many of them have slim chances of conveying their ideas and views to the general public or professionals, because state-run scholarly journals have closed their doors to them. One of IISEPS’ main objectives is to support independent social research and analysis in Belarus, so with this in mind this issue features an article, written by the leader of the Party of Belarusian Communists, Sergey Kalyakin on the constitutional process in this country. We are committed to continue such a practice in the future.
